Nice bug report. :-) I don't have much time to look into this right now, but do you know why this file-roller error dialog pops up? My non-existant french tells me that you don't have the permissions to extract the files? Why? Also, where do you drag the file to? I'd be amazed if dragging it into a terminal would reproduce this, too. Sounds like I'd need to install some graphical file manager. :-( Does dragging the file into GTK's file selection dialog reproduce this, too?
