Tonight I found a sequence of steps to recreate the behavior. This time it was
with dwb (web browser). Here is the xprop output:

I noticed that both of the application rules I have posted use instances
instead of classes. I'm going to try and switch to classes and see if that
changes anything. I'll post back if anything changes.
The sequence of the events for dwb. In tag 4 with dwb floating and in the
foreground, clicked on the icon in the layoutbox to minimize, then click in the
same place again and it switches to tag 1 with dwb floating in the foreground
every time.
One more detail my version of awesome is 3.4.11 since gentoo does not have
3.4.12 yet. 3.4.11 was not available in the dropdown when I originally posted.
