Oh, xprop explains what is going on:
WM_NORMAL_HINTS(WM_SIZE_HINTS):
program specified minimum size: 868 by 984
window gravity: NorthWest
You are honoring size hints and apvlv sets a minimum size for its window (one
which feels quite large to me). I don't think there is any bug here...?
(Although I wonder why apvlv sets such a large minimum size)
You can run "xprop" in a terminal and click on apvlv's window to see these
numbers yourself.
