Because "how to reply" is decided by you, not the list manager. If you
always reply to the list, then those who aren't subscribed to the list
will not receive your response. If one want to explicitly express that
he don't want to be copied, he can set the Mail-Followup-To header.

Mail clients should obey the Mail-Reply-To and Mail-Followup-To header
as described in this page[1].
