It matters to me if there is a release marked "stable" that does
not have title bars. The reason being: my distribution will then
start packaging that release and I will need to start maintaining my
own package.

I'm running 3.4.13 and I have title bars and I didn't need to
implement anything specific. All I had to do was to add
"awful.titlebar.add (c, { modkey = modkey })" to the "manage" signal
in my rc.lua.
