Welcome to 3.4's widget layout code which causes all sorts of weirdness. No, I
cannot answer your question, especially since I don't remember looking closely
at this code.
All that I can tell you is that 3.5's widget layouts will be more sane (IMHO,
which doesn't mean much since I wrote the new code but didn't write the old
one).
