still the problem with the ruleset, but I've run some experiments and I
by accident I was able to localize the problem: Because the wiki speaks
about properties concerning the "rule"-, and "except"-table I assumed
that I could use everything I can in the "properties"-table of a rule.
However, it seems that in a ruleset the tag-property can just be set via
"properties = { tag = some-certain-tag }", but cannot be used within
