set application rule in all tags

Hello, I'm finding the way to show a logout/shutdown dialog window on all tags. 
Do it exists anything like:

    { rule = { class = {"Logout"} },
      properties = {
         floating = true,
         ontop = true,
         tag = tags[1][*] } },

or with

tag = tags[][1-9]
