[8] Review Request: 7172770 Default Toolkit implementation return null value for property "awt.dynamicLayoutSupported"

Hello.
Please review the fix for jdk 8.
Implementation of "dynamicLayoutSupported" now aligned to the 
set/getdynamicLayout which always use default toolkit.
Note that we have CR to revisit all this code JDK-8024948
