[11] Review request for 8202084: [win] IME candidate window wrong position

Hello!

Could you please review the fix:

There are two problems:
1) IME candidate window x/y is not scaled.
2) The ancestor window for IME is not the current window when it's "a 
simple window", but the focus proxy (the owner).
