Great to see the steps that need to be followed for updating png library into
UPDATING.txt. I see a small typo on line 19: "handiling".

We need to update libpng, used only by splashscreen, and only for reading to
the new release from 10 days ago
Built on all platforms. Splashscreen tests still pass.
