The message is coming from warehouse management because the system is creating an output order for the sales line. There must not be sufficient quantity of the item in available inventory.
The client must want to be using warehouse management for outbound shipments and this is why the message appears. Rather than change the software or parameters, investigate first the client needs - the software is working as designed when the quantity is not available in inventory.
