Hello Dear using Ax 2009 Administration > Common Forms > Users > New User (ctrl + N) > then enter Alias > Domain > user Name > Company > Tick enable > save if you want to add more Number of users then you can go to: Administration > Common Forms > Users > import Button > Next > Select Domain > Next > add users
once you added the user, select the user, go to Groups Tab assign the Group to user. Thats all if you want to creat new permission group to assign to the user, Administration > setup > user groups > new group > assign users to this group > permissions hope this will be helpful for you.
