AX_FLAGS should go away only when the variables it passes to sub-processes
also go away (not just by setting them in the Makefile).  I have explained 
what that flag does.  Just setting the variables in Makefile is
no better than using AX_FLAGS which encapsulates them.  
SYS is snicky but not hard.  NOISE needs more restructing, but is lower
priority for me.
