RecurseTypes test is failing

The RecurseTypes test is failing during serialization of the request message.
In particular this happening for an optional attribute. Previously, there used
to be a test for NULL before attempting to serialize, within the generated
stubs, but this is no longer present.
The section of code within WSDL2Ws which inserts this was changed to only do so
if the attribute is marked in the wsdl at optional. However, it would appear
that this value is never being correctly checked, and it isn't overly clear
what to do if the "use" attribute is missing.
