This file is at "ws-axis/c/docs/antservices.min". I think this file was 
created by Sanjaya. This file has the miminum set of instructions to 
configure, build and run Axis C++ client against , Axis C++ server. Also 
sanjaya has written scripts so that when you run the services.xml it 
automatically starts the Apache server to serve client requests. Sanjaya will 
be able to comment more on this.

What I see is that your monitor has already directed the request to your 
server side (In your case Apache). But I feel that the server side module is 
having some problems, and is unable to load the axis module for some reason 
to serve the client. Possible some thing wrong in any of configuration files 
used by Axis C++ (eg. server.wsdd or some other file).
