Consolidate platform independent build properties into a single file

Currently, we have a build property file for each platform. However, as these
have evolved there are quite a number of properties which remain identical on
every platform.
I propose the introduction of a build.common.properties file. Into this will
be placed all the properties which remain unchanged for all platforms. I have
noticed, if we load the platform specific version first, then we can also
consolidate properties which are identical for all but (say) Windows.
