SOAP builder fails for a message with a very large SOAP header

It fails for some or the other reason and the error shown is wired:
AXIS2_ERROR_SOAP_BUILDER_ENVELOPE_CAN_HAVE_ONLY_HEADER_AND_BODY.
But I have only one body in the incomming message.
This failure occures with the SOAP test as well when I run the test with the
input message.
