Addressing module is part and parcel of the engine. But rampart is not. Addressing cannot be moved out of Axis2/C as an independent project. However Rampart/C would be moved out at some point in time as an independent project along with Rampart/Java. So it should be out at the level as xml_schema and the rest of the independent stuff. It should not be at the level of addr_mod which is part and parcel of the engine.
