Ajith, the problem here we are facing is that the TCPMon heavily depends on the util subproject under axis2c. If we want to move tcpmon outside axis2c and place it in ws-commons we have to move the utils project as well. I think we were planning to move these (util, axiom, xmlschema) when they are mature enough to be a seperate project under ws-commons.
