Setting SOAP Actions for SOAP v1.2 is not working

I tried to set the SOAP action using AXIS2_OPTIONS_SET_SOAP_ACTION macro.
But this didn't work for the default SOAP version, SOAP1.2.
It worked fine after I call AXIS2_OPTIONS_SET_SOAP_VERSION(options, env,
AXIOM_SOAP11);
