It looks to me like the table of contents in the user guide lists and has links
to sections that aren't actually in the html:
http://ws.apache.org/axis2/c/docs/userguide.html
however, those sections seem to be present in svn:
http://svn.apache.org/repos/asf/webservices/axis2/trunk/c/xdocs/docs/userguide.html
it looks like that page, or perhaps the site needs to be synced to svn?
