ISAPI redirector for Axis2-C is created using ISAPI filters and ISAPI
extensions. When the filter is created by the IIS (at the startup of IIS) this
module loads Axis2-C. Then the filter reads every request to the IIS. If a
request matches the criteria for Axis2-C it will redirect the request to the
ISAPI extension. ISAPI extension uses Axis2-C to process the response.
