[Axis2] DLLs in bin for Windows distribution

In our Windows distribution we have the DLLs in lib folder and not in 
bin. When we build from source also the DLLs are placed in lib.

It is the standard practice to place DLLs in bin and lib files in lib on 
Windows. I propose that we do the same.
