[Axis2][VOTE] Move Savan/C out of Axis2/C

Hi all,

    I propose that we move Savan/C (WS-Eventing implementation for 
Axis2/C) out of Axis2/C project, since it is not a part of Axis2/C 
engine. The new location will be 
https://svn.apache.org/repos/asf/webservices/savan/trunk/c. It's better 
if we do this before the release of Axis2/C 1.0
