When the code generation tool is used, the AXIOM model fails to give the child
nodes. This causes problems to the C14N algorithm in Rampart/C. The reason is
that the payload is kept as a stream(for efficinecy). So there should be a way
to specify the codegen tool to select between keeping the payload as a stream
or as an infoset model.
