This is rather a relative URI according to 3.1. Scheme Component, in RFC2396,
[1]. Since axutil_uri_parse_string is designed to parse absolute URI's this
must either be recognized explicitly as a relative URI or the relevant
axutil_uri_parse_relative() method must be used.
I believe that since this portion has been a part of our API, we might lead
into trouble when trying to fix this bug if someone blindly used
axutil_uri_parse_string() followed by axutil_uri_to_string() where the output
and the input are the same.
