Issue with Axis not adding XML Processing Instructions in the response

Hello,

  I have been trying to make AXIS2/C return xml processing instruction in its 
response message. I have used the API call

Axiom_processing_instruction_create. But I do not see any such instruction 
being added in the response.

 I have tried this with both Axis1.5 and Axis 1.6.

Please help here.
