How would that affect other client implementations though? Also, my
server seems to run signifigantly slower when multi-refs are disabled.
Has anyone else experienced this when disabling multi-ref?

If you are using Axis Java as the server side, you can disable
multi-refs on server side.
http://issues.apache.org/jira/browse/AXISCPP-111 has a note on how to.

Other server side implementations may have the facility - but not sure.

Any suggestions for connecting a C++ client to a WS that uses M-Refs?

Axis C++ does not support multirefs. This is a pending issue.
Please see http://issues.apache.org/jira/browse/AXISCPP-111.
