I figured that it would help if I built Apache on my platform, so I built it on Win2000 in Debug mode. I get the same behaviors as before.
It seems that Apache is calling exit from the following stack trace:
winnt_post_config() // due to signal command "start"
ap_run_post_config()
main()
I do not know anything about Apache's internals, so this is all I can provide at this time.
