first pass at happyclient.java

I was thinking, why dont we have a happiness test for the client side of
axis; one that also looks at things like XML parser and whether attachment
and http support is around.

Here is the first pass -try it and tell me what you think. I guess we need
to i18n-ize it before committing.


one q: DataHandler is required server side, but I think it is only optional
client side. Correct?
