Which is what you want to not happen. My recommendation is to pull the file out of your copy of axis. The only reason we havent done that for axis1.1 is that by the time I got round to doing that, it was too late in the RC cycle to mess with such things. You can build axis without the properties file though -look at build.xml to see what to do.
