If you edit Axis, your version is no longer compliant with the section 4.2.1 of the spec. This is for your own good. Calendar contains timezone information, xsd:dateTime includes TZ info, Date doesnt. if you used date the runtime would have to guess whether you meant local or UTC time; by forcing you to use Calendar, you get to make the decision.
