IDREFS equals() requires identical order of references

Summary: IDREFS equals() requires identical order of references
           Product: Axis
           Version: current (nightly)
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Serialization/Deserialization
        AssignedTo: [EMAIL PROTECTED]
        ReportedBy: [EMAIL PROTECTED]

The IDREFS class implementation of equals() assumes that the collection of
references must be identically ordered to match another IDREFS instance, but
this is not actually in the spec.

So, an IDREFS with values "A B C" will not match one of "B C A" even though they
represent identical sets of references.
