This is useful when you dont want to copy big files around. -I dont remember how axis gets its directories. The java temp dir is one option, but axis also looks under the web app for a per-webapp place, and probes the options for writeability before fixing on one. We need to move to using the servlet specific temp dir that the servlet engine is meant to tell us about.
