I will provide a patch which supports UTF-8 and UTF-16 only, with the ability to extend supported encodings in the future. An active Axis instance will always use one fixed encoding, UTF-8 will be default, UTF-16 may be enabled through configuration. This may take a few days (not that this is really complicated ;)
