You can certainly send an XML element for which you define your own serializer for that would give you any behavior you neeed.
BTW, I send time_t in UTC as a long, as it is the only format that is guaranteed to be understood by things other than axis; .net is a bit patch w.r.t timezones in different ways frm axis.
