Axis doesn't maintain more than one cookie with http

This is good, provided Axis (and other servers) can handle cookies sent this
way. Do the other (non-Axis) platforms work properly.

Cookie support in java.net.HttpUrlConnnection is a long standing issue; java1.2
and before allow multiple cookies using multiple assignments, but Java1.3+ took
that facility away, despite the fact the original code was there for a reason.
There are some fairly rude comments on the Java bug database site on this (some
are mine)
