[Axis2]WS-I profile for the Axis2

What is the WS-Profile version Axis2 should adhere to? 1.0 or 1.1
I think since we are now aiming for the more stable grounds for Axis2
it would be better to have this decided. It would limit the
functionality we should be supporting!
