Here is my +1 for the vote to propose Thilina as a committer
Deepal.
Well, I went through MTOM architecture a bit. For me the architecture is good and it integrates with OM smoothly.
So I'd like to integrate MTOM in to the main area.
And this is my +1 for Sanjiva's idea to propose Thilina as a committer.

Defer until F2F discussion on the right arch for MTOM support? The last time we had the discussion on the list IIRC there were multiple proposals .. but now we have at least one concrete realization.
In any case, seems to me we should put up Thilina for committer?
