Jeff,

Cool. let's drop the new files into say ws-axis/java/plugins/eclipse directory. 
And let the new ws-axis/java/plugins/eclipse/build.xml assume that "ant dist" 
has already been run (in ws-axis/java). Looking forward to a zip with the new 
files.
