I had a similar problem when I upgraded from 1.2-RC2 to 1.2-RC3
With RC2, I only had to put the axis library in the classpath when
starting tcpmon, but with RC3 we need to add all the other libraries too
(saaj, jaxrpc, wsdl4j, commons-discovrery, commons-logging).

Maybe your problem is as simple as that!
