The generated server-config.wsdd when it doesn't already exist should contain
ALL available global configuration properties with some reasonable and most
compatible defaults.
This way the user doesn't have to go hunting for options (some of which are not
even documented) and it also helps automating the task of initially creating
server-config.wsdd using "$JAVA_HOME/bin/java org.apache.axis.utils.Admin
server deploy.wsdd" so it can be made part of the war/ear files.
