error while deploying webservices on axis

Environment: MS Windows server 2003, Error while deploying the webservices on
tomcat server thru eclipse .

This is the errror while deploying the webservices (wsdl file) from eclipse to
tomcat server 5.0.
The error message that i get is :
IWAB0489E Error when deploying Web service to Axis runtime
axis-admin failed with {http://xml.apache.org/axis/}HTTP (503)Servlet
AxisServlet is currently unavailable
