[Vote][Axis2] Jaya and Ashu as committers

Hi, I think Jayachandra and Ashutosh have done some good amount of work, especially in SAAJ implementations and OM full infoset support implementation. So I�d like to propose them as committers. Here is my +1 for both of them.   Regards, Eran Chinthaka
