I would like to be able the default soapAction style in WSDL's for jws files.
Thhe Emitter class has a private property which is set to "DEFAULT". It would
be nice if this were configurable. Have been having interop issues with
programs that require the soapAction property. To fix this I had to change the
hard-coded default to "OPERATION" and build my own version of axis.
