SOAPEnvelope with XML declaration

In current SOAPEnvelope that we come up with, is there some capability to
specify if we want to write xml declaration at top or not and what encoding we
want to provide? ("encoding" here is UTF-8/UTF-16 *NOT* soap encoding)
This needs to be optional as well (specify default in client or server xml)
