Eran Chinthaka resolved AXIS2-87:

Resolution: Fixed
Fixed the code so that, now faults will be sent according to the version of the
SOAP message recd. And the sent SOAP message contains the relevant information
in the body.
But, SOAP 1.2 mandates some information to be sent in the SOAP header as well.
That part is yet to be implemented. I will open a Jira for this with less
significance.
