XmlSchema builder doesn't work if the schema isn't the root node

The XmlSchema stuff in WS-Commons doesn't process correctly if you have a
schema which isn't the root node. Such cases include wsdl documents. This patch
adds in the namespaces from the parent nodes so it functions correctly.
Also, I'd like to get a build of this pushed out on the Apache repo. If I
submit a Maven POM, will someone push it out?
