Currently global inflow information can be obtained using the method
'getInPhasesUptoAndIncludingPostDispatch' of the Axisconfiguration. But there
is not way to obtain global outFlow information.
We got this requirement in Sandesha2. There, we sometimes need to send
acknowledgement messages from a global handler. But there is no way to get
outFlow information. so handlers like AddressingOutHandler does not get called.
